Malaysia: No Tourist VAT Refund Programme

Malaysia ran a GST (6%) system from 2015 to 2018, during which a tourist refund scheme was in place. Since the switch to SST (Sales and Service Tax), no equivalent tourist refund programme has been introduced.

Shopping in Kuala Lumpur, Penang, or Malacca does not allow you to reclaim any portion of the taxes paid at retail stores.

Langkawi Duty-Free Island

Langkawi is a federal duty-free zone. The following categories are tax-exempt:

Labuan and Tioman islands are also designated duty-free zones, offering tax exemptions on alcohol, tobacco, and select consumer goods.

Airport Duty-Free

Kuala Lumpur International Airport (KLIA and KLIA2) has post-security duty-free shops where alcohol, cosmetics, and electronics are available without SST.
